Major General Henry Halleck

Henry Halleck was nicknamed "Old Brains" because of his scholarly approach to strategy. Halleck was brought from the West in 1862 by Abraham Lincoln to replace George McClellan as General-in-Chief of the Federal Armies, and served in that capacity until replaced in 1864 by Ulysses S. Grant.
